Scranton is left leaning & trending blue for years. I don't know why this guy would pick Scranton as an example. It's not much of a risk. Of course rural areas like Eerie are less in play for the Democrats. PA has always been this way - it's the same as New York or any other state with densely populated liberal pockets.
