You mean in PG County? They are already run by Black folk. Montgomery County isn't majority Black. Unless something changed in the last 10 years.
Where else in MD is majority Black? Is access to city jobs all the policy that Black folk need in MD?

Lock the city, county, state.
Get city, county, and state jobs and everything in between complementary.
Get black people into various positions where they are faces all throughout the local, state and federal representation of the state.
Get in hiring positions and get other black people in those positions.
And, and this is crucial, make sure Maryland stays majority black for the next fifty years.
"Already run," that turns into "it used to be," or, "it's no longer."
Move into Montgomery County and make it black and keep it black.
Use the black governor to make the entire state black(er).
