Black owned banks are typically community banks. The only way many black owned banks survive is by operating in places that bigger banks decide ain't profitable. I'm pretty sure most of these banks stay of the way of the bigger banks by filling a niche. One of those niches would be the fact they are more likely to loan to black people. When banks are rewarded for their size vs smaller banks not sure how you can say size doesn't matter. And operating cost to compete with the bigger banks technologically have been an issue for many smaller banks,not just black banks,so not sure why you say that doesn't matter either. But the central bank idea works because the central bank would have conscience people at the helm who's goal it would be the betterment of the 50 million black people. You can't say that is the goal of the black bank. But the central bank would have been given control over the reperations funds with that responsibility in mind,that is their entire job. Oversight and checks and balances will be needed of course.

You see what happens as soon as we get to a place of feeling comfortable,everybody goes there seperate way with their own agenda.So imagine if we all had 6 figure checks what would happen. Thats why the black central bank would have the best and brightest and conscience chosen to allocate the funds. that doesn't mean you can analyze extremely specific proposals based on loopholes that occurred elsewhere. see how you had no response to my example of how loopholes and excuses can be made for reparations proposals
and btw, i didn't read anything in your article that said eb-5 visas were specifically proposed to help "poor black and brown" people. it specifically wanted rich people to invest in high unemployment areas and rural areas. white people occupy both of those areas

There are wealthy nations that aren't white,plus the cost may be lower for a nation we consider a desirable nation. A European or asian nation likely is getting taxed. I have no plan to get everyone on board outside of education and then hype.ADOS should prove thats really all you need,you even have a butch lesbian/possible agent at the helm.
