So, in NYC, selling food or drink requires permits. The law is stringently enforced, and has been for 50 yrs (relevant). Yet migrants are selling food all over the city, even on the trains. The laws are not as stringently applied to them.
Fifty years ago, we had bm with skill and the ability to accumulate the necessary capital required for such a venture. Thirty years ago, those men were still in abundance. Ten- fifteen years ago, we still had enterprising teenagers selling Nutcrackers. All of these suffered from stringent enforcement of the law. Now that our skill, capital, and will has fallen, all of a sudden, people who don't even have all their vaccinations are allowed to cook tortillas in the street and sell them. We have letter grading for restaurants, bestowed by the NYC Board of Health. Apparently, none of that matters any more.
