You do know that corporations are owned by people and payroll is paid by corporations right?
Like when a corporations pays a dividend, that is taxed as income. Social insurance (payroll tax), also paid by corporations.
US until Trump had higher corporate taxes than almost all socialist/social democracy countries in Europe, so it has not really been low. It's just that wages, capital appreciation and dividends are much bigger than corporate profits.
Taxing large global corporations higher would be nice, but as we know they are global and can move money around.
Increasing capital returns tax while decreasing payroll tax would be great though, but that's what Trump and them are working actively against.
Another thing to note is that 50 % of tax payers pay 98% of taxes.

If the US stops doing humanitarian aid, it won't affect any other budget line. US pays a certain price for what they think world dominance is worth, and pay a certain price for what they think infrastructure is worth, environment, policing, health care etc. The decisions are largely independent of each other, especially seeing how much of it is funded by loans. When a decision to fund (i.e. donate American weapons to a value of...) Ukraine was made, this had nothing to do with anything else.
Also United States gives out about 95 USD per capita in foreign aid. The billions sound a lot cause it's a big country but it's obviously nothing due to there being a lot of people. Europeans give a lot more, some up to 8x+ more per capita.
