IDK. It's not like it really that hard to develop this since it's basically on a two gen engine now. There hasn't been any marked improvement as far as technical or function since Activision switched to the 3 year dev cycle. Now Treyarch/Blops3 I could see. But this Game could have easily been scrapped once they saw they neg reaction to AW

It's not worth it. You can't afford to lose over 1 year and a couple of months of development. Especially, when you're completely scrapping your original work.
It doesn't come out for like 6 months the game isn't even finished how could it be getting negative reviews?
