Change in this context would mean going from not being black jobs to being black jobs.

I dont think you do. He is clearly trying to say black people can do any job,and cant be confined to warehouse,constructions,retail jobs. Not that vice president and president are actually "black jobs".
What is your definition of a black job then?Not even. For example, we've had 46 presidents. Only one of them has been "black" and even his mother was white just like every other president we've had.
