Interesting... It looks like the movie was gonna have a lot more 1984/Clockwork Orange in the plot but they took it out. I think that was definitely a strong creative decision... The writing didn't make excuses for the character's individual racism even though it was clearly culturally reinforced and ingrained. Putting a Big Brother twist on the plot would've taken away from the responsibility the characters had for their own hateful words and views which is what made the main character's transformation from being ignorant and consciously bigoted to owning her bigoted beliefs and choosing to let them go so relatable.
