looks like he wasnt collecting shells, he was just using a gun+suppressor+ammo combination that wasnt properly set up. if his ammo is sub-sonic, it might not be powerful enough to cycle, so he has to do it manually with each shot. if he put a lighter spring in the gun, it could work, which makes me think he isnt all that professional - i dont think he tested that gun or he didnt know how to tune it for going quiet.
