Far from southern but just looking at other genres, the south saved hiphop. Brought mad new dimensions, genres usually start dying when no one innovates new sounds. And rap was getting pretty static.
Mostly it was the production but also flows and melody.

exactlyThe entire rap game is using some version of the "sticatto flow" to sound more lyrical than they are damn near,and it works. But it glosses over the fact cats aren't saying anything dope,they just sound more technically proficient in terms of flow,and appear more lyrical. Migos actually had dope lyrics unlike the rest of these jokers using some variation of that flow. You are being very disrespectful and probably not even listening to southern rap now,there are as many different styles in the south as there ever were. Besides most of them having little impact compared to the size of rap post 2005, you’re talking about isolated events between 98 and 2008. Hiphop is the biggest genre in the world, not 4-5 rap events over 10 years and some dope rappers from the 90s still doing their thing. 99 to 2005 was a transition in Hip Hip, but it wasn't "The South bringing it back". Everyone in their regions was bringing new life into Hip Hop
- East coast had up and coming rapper 50 Cent shaking up the industry, DMX, Nas vs Jay Z beef, Mos Def and Talib Kweli, etc
- Midwest had Kayne with his influential music, Common, Twista, Lupe
- South had the big wave that was obvious
- West coast saw a rise again with the Game and early Nipsey Hussel
