Rose’s assessment was apt: The rapid decline of Toronto’s public housing is tied to a mid-1990s decision by Jean Chrétien’s Liberal government that put federal funding for public housing on the chopping block.

What if I went to school elsewhere before I applied to UTSC?
To be admitted as a mature student to UTSC, you can not have:

  • Attempted any degree level academic work (or equivalent) at post-secondary institutions such as a university or polytechnic institute. If you've enrolled in courses but have withdrawn before a grade has been issued, this is acceptable.
  • Completed more than two years of full-time studies in an Ontario College of Applied Arts and Technology (or equivalent).

The car drove eastbound in the wrong direction and made a quick U-turn before driving toward the man and woman.

Police tell CTV News Toronto that it’s possible someone in the restaurant notified the occupants of the vehicle that the victim had left, as the vehicle was idle in the laneway until that time.

“He was parked west of the shooting scene, so he had not completely made it to where his vehicle was parked before these individuals approached him,” Det. Sgt. Gary Giroux said.

“Somebody knew he was either leaving at that particular time or they knew where his car was parked and they were waiting in the general area.”

Two of the three suspects then jumped out of the car and each allegedly started to shoot at the man.

The man tried to get away, running down a ramp into an underground parking garage, but police say the suspects continued to pursue him.

“The driver of the Honda Civic is firing out the window at the deceased person as well, as are the two men who are now on foot,” Giroux said

It’s alleged the suspects fired “numerous shots” at the man before getting back into the car.

Though police would not confirm the exact number of gunshots, they said witnesses reported hearing anywhere between six and 13 gunshots that evening.

The suspect’s vehicle then reversed up the parking garage ramp and back onto Wellington Street where it headed westbound until it turned onto Bay Street, where it was last seen.

Twenty-eight-year-old Jaiden Jackson, of Toronto, was rushed to hospital in critical condition but did not survive.

Investigators believe Jackson was targeted and say he was known to police.

Giroux told CTV News Toronto that it’s unclear whether Jackson was invited to the “invitation-only” event or whether he was the guest of someone else invited.

Drake was at the restaurant for a couple hours on Sunday but Giroux said he does not know whether the award-winning rapper was there when the shooting occurred.

“It was a party for Drake,” Giroux said. “It was by invitation only but there were some guests who were permitted to come with individuals who weren’t invited.”

By Monday afternoon, Drake posted two pictures of himself and others at Pick 6ix on Instagram with the restaurant’s own account handle as the caption.

The brazen shooting left pedestrians in the busy area running in all directions, trying to escape the gunfire.

Bullet holes were visible in the wall of the parking garage’s exit ramp on Monday morning.

“About 9 o’clock I came out of the office and there was some shots fired right over there,” one man, who asked to remain anonymous, said. “There were some people running around the corner and I ran into the Fairmont.”

Another man said he tried to hide behind the pillars of a nearby building when he heard the shots ring out.

“I took cover behind the columns here and once we realized that there were several gunmen and lots of shots, we felt it was a pretty good idea to leave the area,” he said.

Giroux said investigators have retrieved good quality surveillance camera footage from the area and are reviewing it, but do not yet have a description of the suspects.

“We’re thinking of releasing it in the next few days,” he said.

Homicide in Richmond Hill may be linked to Toronto home invasion

His death was almost immediately ruled a homicide.

In the hours following the discovery, a man claiming to be the victim’s uncle told CP24 that his nephew’s downtown Toronto roommates were tied up on Wednesday night by unknown assailants who killed a pet dog.

By Friday afternoon, York Regional Police confirmed those details, saying the two suspects allegedly involved in the murder attended a Toronto residence in the hours following.

There, police allege the suspects tied up two male occupants, robbed them and then killed the victim’s dog.

Toronto police confirmed to CTV News Toronto that they were investigating a home invasion at 100 Harbour Street, near the Air Canada Centre, where a dog was killed, but would not say whether there was a connection to the Richmond Hill incident.

Investigators were seen searching and later towing away a white Audi A7 sedan at the building.

A resident at the building told CTV News Toronto that several officers have been standing guard at a unit on the 69th floor of the building.

“There are a few cops that are upstairs on my floor. They’ve been there all night, kind of just standing in front of the door,” the resident, who identified himself only as Jules, said.

Neither of the roommates involved in the home invasion were injured, York police said.

A suspect identified as Newmarket-resident Arjuna Paramsothy has been charged with one count of first degree murder, two counts of robbery using a firearm, two counts of forcible confinement, one count of disguise with intent and one count of killing an animal.

He is being held in police custody until he can face the charges in a Newmarket courtroom on June 1.

A second male suspect remains outstanding, though no information was provided on his identity.

Police say they will not release the victim’s identity until a forensic exam is completed. An autopsy has been ordered to determine the cause of death.

Earlier Friday, friends told CP24 Arcara worked in construction and was one week away from his 23rd birthday.

In a statement provided to CP24 Friday, Arcara’s family called him “an amazing young man with so much promise.”

“We expected him to amount to greatness one day. He was responsible and ambitious and was definitely going to be a leader of industry,” the statements reads. “At 22 he had already started his own business. He was a beautiful young man who loved his brother and his parents more than anything in the world. He was taken away too soon.”

Early Thursday evening, dozens of Arcara’s friends and family walked to the spot where his body was found to lay bouquets of flowers.

The makeshift memorial has grown since then, with candles lining the curb of Bayswater Avenue.

“Even if you didn’t know Matthew very well, he impacted your life at some point,” friend Mitchell Andreas told CTV News Toronto. “He had so many close friends… about 60 of us came out last night to celebrate his life and mourn him. He was an amazing person, so humble, so nice, so genuine.”

The 22-year-old’s untimely death has left the family in shock. In their statement, they asked for privacy while they grieve but urge anyone with information about the murder to contact police immediately.

“We are cooperating with the police investigation and ask anyone with information to contact them. We want justice. Matthew we will always love you.”
