Xbox Smart Delivery is literally no different from cross-buy which PS5 will be doing. Smart delivery will just download the XsX version of a game if available.

They(Sony) also said at least 100 games at launch will be supported on PS5 and be enhanced but most of the library will work on there through BC eitherway.
This is a very common misconception.
In the grand scheme of things, cross-buy and Smart delivery are the same thing. Essentially you buy the game once and you have access to both current gen and next gen versions.
For devs using crossbuy, you have a time limit as to when you can claim the next-gen version of a game. This is because they have to validate the purchase, you have to prove that you own the game. I believe Madden 21 (for example) is until end of 2020 to buy the game to be able to claim the next gen version. The reason for this time limit is because the game supports crossbuy on both platforms and not crossbuy for PS5 and Smart Delivery for Xbox.
If the game supported Smart Delivery it would not matter when or how the game was purchased for Xbox players. When it is placed into an Xbox it would download the appropriate version (One X, Series X, Lockhart etc)

In regards to enhanced PS5 games, I will reiterate my point from before. Games that support unlocked framerates or dynamic resolutions can potentially take advantage of PS5 since the CPU and GPU run at higher clocks. So, if the games don't 'break' by running the game logic at higher clocks, it can take advantage of faster hardware. But only for those two aspects. None of the games will have better textures, further draw distance or more particles since those features aren't dynamic.

8TB of this kind of storage would be insanely expensive. A retail price of £579 is retail suicide, it'll be £500 maximum.

I never feel like dealing with the wait times on PS4 so I stopped playing
