You misunderstood what he said. He was asking whether neural activity controls perception as a one way system or can the observer effect his neural activity, which would mean it's a two way system. Explicit/declarative instead of external is a better word choice.
Plus you forgot to mention the v1 and all the other higher up processes in the brain that corrects the faulty way we perceive the physical world, which is irrelevant but shows your lack of nuance.
