I can't name one person in my life who could afford to own a game console and buy games for it but can't afford internet. That's a non-issue, IMO. It's 2013. If you don't have internet, the least of your concerns should be $400-$600 games consoles and $60 games.There are still a lot of people out there without internet connections, this is a pretty stupid idea.

First of all wait for confirmation...expect some sort of lawsuit by retailers if true...is there any other market thst doesnt allow a secondary market?
Sure there will be a workaround of some sort. Actually... Damn, not even sure of that. At most, there should just be a one time certification when you buy the game? I don't know.It's not about affording it. What if you take your system with you on vacation?What if you want to move your system to a room in your house that doesn't have a connection? What if your Internet connection goes down? Some cities still don't even have highspeed connections yet, what will those people do?
