The most important skills - critical reasoning in particular - are all but purposefully de-emphasized in a lot of school districts or reserved for the "academy" students and magnet schools. Truth be told; education in America isn't free either. The school systems are only as good as their real estate tax base, which is why African American schools systems lag. That is why there has been this big push for Charter and private schools in most African American communities.

Secondly, what immigrant Africans don't seem to understand is that just up until about 45 years ago African Americans had segregated schools that were almost completely unfunded. African American schools many times didn't have books and supplies and the teachers were underpaid. That was a system called "separate but equal." It is took Supreme Court cases to actually desegregate public schools through a series of busing cases all across the country to bring African Americans into the main stream education system; because it was common knowledge that the whites had allocated all of the public monies for their schools.

This shows how provincial you are. Nothing more than a white man's puppet. The literacy rates in Africa are not based on people's native tongues. Most people do not speak English, French or whatever European language their literacy is measured in at home. It's not even the first language most Africans learn. That's like expecting a Spanish speaker to be proficient in German. Those who do speak good English come from the upper crust or simply have a thirst for proficiency. Nice try though
