But none of them have a big a name as Scarlett Johansson. Stay faithful to the source and take a risk or get a big name and depend solely on that? You decide Hollywood.

Manga/anime use colorful characters for the same reason superheroes all dress in bright color schemes. It looks better on paper/in animation. If they didn't do that every manga would be filled with similar looking black haired dudes only distinguishable by their haircuts and clothes.

They draw big eyes because it's easier to do expressions that way. Again, a decision that has more to do with the very medium than with any sense of white-washing. Outside of that there are no "Caucasian" features beyond the hair/eye color, which again, is because it looks better on paper. It really isn't any different than Naruto wearing bright orange/blue clothes (which is the same color scheme of Goku's clothes btw, as Naruto's design was largely a homage to Dragonball).

Here's a scene from the GITS movie when there's a white dude in it.
White dude is right behind the man in the front (black suit). One of Motoko's teammates (breh in blue jacket) asks her who those two people are.
She replies...
That white dude is clearly drawn differently from other characters. Same with other white characters in other movies and the series. And as you can see in this scene, the characters clearly noticed the white dude's features.
So unless its obvious visually or specified in the story, the characters are Japanese or can pass off for it. In Motoko's case, she can def pass of for it visually (she's a cyborg) and can pass off for it via her public identity (her name).
Which is why ScarJo playing the main character with the same name is just straight up wack.

She obviously ain't frail, but compared to how she is in SAC, it's not close, imho.
Either way, her body isn't that important to the role. As long as the actress looks the part and can act.
