Enclose environment compared to a large open environment where you can use it against your enemies(canisters etc..) upgradable skills, Skills that can tailor to how you want to play the game where as the The Order is QuickTime event limited gun play.

Large open environments is not a way I would describe Quantum Break at all, also Quantum Break does little to "tailor to how you play the game". Every fight is resolved the same and the enemy variety and weapons are extremely limited. The same can be said of The Order.
The reason the order is being compared to quantum break is because both games are third person shooters that are extremely short compared to many other games and are narrative heavy along with pointless wandering around searching for items that don't matter. Where the games differ is mainly in the environment and a few different combat choices. It doesn't mean one is better than the other. This comparison might bother a person that hated on the order. For me, I see it as a complement. Personally I thought the order was a very good game with a lot of missed opportunities, but a good game none the less. Quantum Break is cool even with its flaws. As far as XB1 exclusives go, QB is one of the weaker ones in my opinion.
If consoles don't matter to you, and you're looking for an incredibly fun experience from beginning to end, with enemy variety, great graphics, great story, and excellent design through out, I recommend Ratchet and Clank.
