Did you test these real people in reading? Speaking skill and reading skill don’t always match up.Don't believe everything you read. I know what I see in real life, and I don't see 5 in 6 kids having the deficiencies they tell us we have. Go outside and talk to real people.
There isn't a standardized "literacy test" specifically labeled as such for 12th graders across the entire United States.
Sadly, when I was in HS we had to do a literacy test in 10th grade and I had a bunch of friends who failed.

As a woman of color and former Los Angeles Unified School District (LAUSD) middle-school teacher, I’m enraged about these statistics and how our education system is failing Black children. I’m also concerned that so few media outlets are talking about it.
I live here and i can tell u ,, its more on the mothers and fathers thats not giving a fukk because they focus more on they own thing than they children education
