That being said, some CBC members tried to derail it and many who voted for it did so as a compromise with the idea that, although there were problems with it, the good aspects could be built upon. The social programs, the assault weapons ban.

There were black mayors and pastors who also supported it, or more broadly, the idea of doing something significant about crime.
