All you are doing is proving our case. Racial bias exists in policing which leads to higher black and minority arrests rates. The number of black arrests is much higher as a percentage of the population compared to whites because of the inherent bias that targets, stops and arrests black people. That is why we should use the population percentage and not the percentage of those arrested.
And even if we were to use the number of arrested as the universe, blacks are still killed by police at higher numbers.

The policing is more concentrated in the areas Black people tend to live in..but it could be argued their presence was increased in those areas by the politicians in response to crime and drug activity.
If you have more officers in Black neighborhoods youll get more black arrests..not because of the inherent racism of the police but sheer mathematical odds.
The error in the approach of using raw census data is that it tends to skew the results and make them meaningless..its like you want to know the odds of being killed by a shark in the gulf of mexico..you tally the data from the gulf of mexico only
You can add the worldwide numbers from australia and brazil to create a shocking political statement that makes you feel better....but then your conclusion become meaningless to everyone especially the guy in Galveston TX wondering if the water is safe or not.
You want to say cops are killing people x at rates higher than y ....you must study the people who come into contact with the cops...
adding people who dont come into contact with cops is meaningless because there is no way the cops can harm them..is there?
