The type of sampling he used could only conclude, "in this group of cities, in these situations" To title it as "Surprising New Evidence Shows Bias in Police Use of Force but Not in Shootings" is incorrect. That's not evidence when there is actual FBI data from every police force in the country. The FBI doesn't just conclude from sample data. They actual take all of the data and even do their own ethnographic studies based on the victim data as well. Nice try by the author though.
Unarmed blacks are 5 times more likely to be shot and killed than unarmed whites, that's the facts and no bullshyt cherrypick study can change that.
