It really just depends on what you're looking for.
DBZ has a simple story and is more about action, whereas Naruto is more plot-based and has tons of angst and tragic backstories. Naruto is probably better on paper, but DBZ started the Shonen shyt. There probably wouldn't be a Naruto without Dragonball.

dragon ball was great... talking anthropomorphic animals, beautiful scenery and architecture, futuristic technology existing parallel with primitive () communities and lifestyles, GOAT level character designs. the world of the original dragon ball was beautiful, charming, and was great at not taking itself too seriously. and we got to see the GOAT six man band travel that fantastical world, going on all sorts of adventures. sharing happiness and sorrow and laughter and alladat.

I've been trying to get into it, but the characters along with their designs, are just too goofyThis. Revealing Naruto as a "child of destiny" who was prophesied to be great ruined the "anyone can be great if they work hard and believe in themselves" message that the first part had. Seeing Naruto beat Neji was dope because we were rooting for Naruto as an underdog. When other characters told Naruto he was destined to be a failure, he pushed forward and decided to make his own destiny.
The problem is when you come out and say that Naruto actually was destined for greatness from the jump. Now those victories weren't because of hard work and deterimnation, it was just because of a prophecy. Fast forward to the end of the series and the only characters who still matter are all tied to some prophecy or have special bloodlines.
...and Neji dies just like his destiny said he would, just to add insult to injury
Naruto was great in the first part, but after the timeskip...
Fullmetal Alchemist, One Piece, Jojo's, Yu Yu Hakusho, DBZ > Naruto IMO
EDIT: I'm at how badly One Piece is slept on in the west. The first couple of arcs were but once they get to Arlong Park, the series picks up and gets really good. It might have the GOAT world-building and foreshadowing of any series.
