It wasn't low budget, it just looked like it because the guy directing it didn't seem to have a clue of what he was doing. He was the DP on the first one which is why it looks the same but apparently he was just like "fukk it"

I think MK Annihilation was trying to hard to be MK Trilogy on screen somewhat 
. They try to give everybody some burn on screen. Then you have the Raiden-Shao Kahn sibling angle, and to pile on, Shinnok was their father
