Some stuff I found locally, but I think the reason they ask for candidates to be 'bi cultural' is to help foster diversity/inclusion.

One of the reasons is black people are competing for jobs with uneducated immigrants fresh off the border. We need are not getting degrees and going for decent jobs.

Whites in California don't even have this problem because they tend to work higher paid jobs or jobs that need certain skills.

Most people do no more than 30% gross of their income on rent. All 4 of my places are rented out to military from eglin and hurlbert field. I know theyre rank and bah so I know they can afford it. I make sure they able to pocket some of that bah too unlike a lot of surrounding areas that rent at the going bah rate in that area

I work in tech myself and only know much about that industry. I'd probably wouldn't consider moving to California generally due to high taxes but this makes me want to not go even more.
