I've examined the title up close in the replica digital pictures. It seems to have two lions on each side of the globe, similar to the UK title. Also has the Eagle at the top where the old WWE logo would go and another Lion head at the bottom where the old name plate would be. Then the title is surrounded in a filigree design pattern. Yeah so it's a very "traditional" design.

The first champion will be crowned at Night of Champions in Saudi Arabia on May 27. So yes it is vacant. No details yet on how or who or if they are continuing the lineage of the WHC they created in 2002.
