why didnt they just have a raw tournament with their own superstars

something like...

1. Seth Rollins vs Damien Priest
2. Johnny Gargano vs Jinder Mahal
3. Matt Riddle vs Chad Gable
4. Shinsuke Nakamura vs Finn Balor

and give hype videos for guys like Gable, Gargano, and Mahal to make them believable based off their past accomplishments from NXT and Jinder being a former champ

I was just thinking they could have had a six-pack elimination challenge. Seth, Finn, A.J., Edge, Mysterio, and Lashley. What you want is the elite competing for this title, the top contenders. Doesn't make sense to have guys like Miz and Shinsuke in the tournament when they have no chance of winning. Instead of a tournament to determine the finalists, have qualifying matches instead. Cody loses his qualifying match so he can't compete and faces Brock at the PPV instead.
