This is most probably a controller issue or something else because I've tried their Project Stream beta which is what this Stadia thing was testing out and the latency was unnoticeable. I was quite surprised at how it felt.

If they offer a gigabit connection at your home there is no cap. At least in my area.
I’m talking about AT&T. The reason I left Comcast was about the 1TB cap or pay an extra $50 for unlimited. AT&T offer gigabit fiber with unlimited for $90.You must not be familiar with Comcast and how they get down out here.
