Black people absolutely can be racist, and that power excuse is stupid. In this case, it’s a biracial person being called white boy as an insult. Race based insults are racist unless you are of the same race. If he’s calling him white boy, he doesn’t see or accept him as black.

If it’s a white person calling him black boy, yes. Black is being used as a derogatory term, as if there is something wrong with being black. If he is simply being identified as black, no. Even acknowledging a person is biracial is not racist. It’s like white people criticizing Megan Markle’s ethnicity. In that case, they are saying her black side is bad. That’s racist, and she passes for white.
