"allocate in reserve" is throwing people off - there are no capital reserves outside of retained earnings/gains of assets. They are selling part of the A/S into float to this supposed investor at half the companies current PPS!

RTN is up nearly 30 dollars since early October.
GE I feel like is going up into the 30's this year regardless.
