Jeffrey Epstein didn't have jack shyt to do with religion and that's as high up on the "institutional level" as you can get.
There have been dozens of private school sex scandals that didn't have anything to do with religion, where the entire institution from the top down was in on it.
Same with college sports....the Penn State scandal, the Ohio State scandal, the USC scandal, the UCLA scandal, the Columbia scandal. US Swimming and US Gymnastics have had massive scandals regarding institutional coverups of sexual abuse.
Go to Hollywood and see how long the sexual abuse of youth was covered up there. Casting couch, kids in shows being abused on the regular, Polanski getting standing ovations from the screen actors guild.
Militaries all over the world that systematically practiced horrific abuse of young girls on an institutional and systematic level.

French politics is fairly anti-institutional religion, and yet they've refused to pass an age of consent law since forever. India has more young girls getting married off than any other country and it doesn't have anything to do with their religion (nothing in Hinduism says that girls have to marry early), it's just the cultural custom. Go back in history and check out the Greeks, the Romans....all sorts of debauchery has been institutionally protected in human history whether the motives were religious or not.
Claiming that this only happens at an institutional level when religion is involved is just being willfully ignorant.
