1) You're lying. MTV News 1515 didn't have a Hip Hip Special in 1999. They had 12 Episodes:

2) You told a second lie, which is that they aired a "year end special" before "Hot Boyz" dropped. According to the RIAA, "Hot Boyz" dropped October 1999.

First, you claimed it was a "year end Hip Hop special", now you're saying they were covering big December releases (for which there would be no reason to mention Missy unless they were listing features for Biggie's Born Again, which dropped December 7, 1999).
2) The album version for "Hot Boyz" wasn't released as a single. The remix doesn't even appear on the album. The remix is the only version to get single treatment. Some stations played the album version, but the remix was the version officially released as a single.

and learn how to read. I said that at some point in the show, they covered the upcoming December releases. that was my way of telling you that it was before december 7th. it might've been as close as the weekend beforehand.
but yea, biggie on the 7th, juvenile on the 14th, DMX on the 21st and jay-z on the 28th. and I think they quickly mentioned a couple others.
2.) I don't really care about no missy single release dates bro. im just saying, I don't remember the chit before it got cold out. and you yourself said it didn't hit #1 until December, which would be after their year-end wrap up was put together.
