Man is able to observe the universe itself and obtain morals. We look at the behavior of animals, we look at the growth of plants, highways are modelled like the circulatory system. The I Ching was written on observations of nature. Taoism is derived from the Universe.
These are based on Universal Laws of Nature. Extricated from the same systems that created the universe, and upon which society, reality and humanity exist. The I Ching also correlates with our DNA. The raw make up of reality is our checker.

To answer the question is that Atheism doesn't change tyrants viewpoints. Atheism is a vehicle to create havoc on those who don't agree with it and the religions it despises. All Atheist states like Early 1900's-40's Russia, Mexico, Albania, North Korea and China have alot in common.....while making strides in communicating their vocal appeal to the masses...their control with a Iron-fist could never be questioned...in that resulted in massive deaths....
