However, what was needed from Obama and the democrats in congress was bill proposals that addressed African Americans losing their homes due to the subprime mortgage crises...We needed the specific reprieve to keep folk in their homes...
How exactly would this law have worked?
Please also explain the legal justification for the law being constitutional by citing specific precedent allowing such a law.

No, the expectation was that when he had a majority in the Senate and House, that he could have put up a call to Congress to address it while they had the power to do it. He did no such thing. Remember, when he first came in the Democrats had a majority in both sides of congress. Budget bills also only require a 51% in the Senate as per the Byrd rule (Reconciliation) since 1990. He and the Democrats had the power to do something, they chose not to.

In 2009 when Obama entered office there were 257 Democrats and 178 Republicans in the House. In the Senate, there were 49 Democrats & 49 Republicans with 2 Independents who caucused with the Democrats. So with the Vice President being the Tie Breaker, since Independents leaned to the Democratic side, he had a good chance of accomplishing something if he had actually had put in the effort to do so.

Interesting thread topic. Yes Obama really didn't do anything for blacks although he never said he would cater to black issues. IMO the biggest problem is how we operate. Whites already had businesses and wealth (of some sort) to take advantage of policies. They didn't go from dirt poor to ballin under Obama. Also, we are not starting businesses to build up communities and to take advantage of tax incentives at the rate of other demographics.

In order to dismiss these lawsuits, Germany agreed to raise $5 billion of which Jewish forced laborers still alive could apply to receive a lump sum payment of between $2,500 and $7,500.[30] In 2012, Germany agreed to pay a new reparation of €772 million as a result of negotiations with Israel.[31]

In 2014, the SNCF, the French state-owned railway company, was compelled to allocate $60 million to American Jewish Holocaust survivors for its role in the transport of deportees to Germany. It corresponds to approximately $100,000 per survivor.[32] Although the SNCF was forced by German authorities to cooperate in providing transport for French Jews to the border and did not make any profit from this transport, according to Serge Klarsfeld, president of the organization Sons and Daughters of Jewish Deportees from France.[33]

1. You obviously didn't read the (very short) quote bc they stated clearly that Americans received $3,200, not $15,600.

2. Bc this government apparently writes checks very well, going so far as to write checks for mf'ers whose presence on this very soil is illegal.

I wonder if it would have been better if Obama never got elected, like if Hillary would have won the nomination like most ppl expected. Black people might have been more politically engaged those 8 yrs instead of being pacified by symbolism , we probably never get a Trump presidency, and Cornell West Jesse Jackson and other black legends wouldn’t have been cancelled for being real about Obama
