This wasn't premeditated murder. So à life sentence wouldn't make sense.
They didn't set out to kill the dude. But the fact you tased him to carjack him then he gets killed as a result of your crime and stupidity, that's manslaughter 2nd degree?. 15-20 years minimum. Hopefully they can do some soul searching during that time and still have a shot at having a meaningful life and being worth something to society when they get out.
But by the looks of their concern of their phone more than the dude they just killed, the chances of them mentally and emotionally turning it around sound slim

In commission of a felony is capital murder. Idk if DC has the death penalty but any capitol murder conviction can be LWOP/death penalty. Realistically 13yo might get detention until 18 or 21 then let go. 15yo might get a real sentence if they try her like an adult which she probably will.
