While the agreement does not provide a buyout, a seperate OPM memo instructs agencies to place these employees on paid administrative leave until the resignation date, which if it is actually enforced, would be something closer to a buyout.

Not exactly true, if they’ve worked in the federal government for at least 5 years, they will still receive the benefits that they accrued during the time they worked. Now, if the system as a whole is scrapped and everyone loses their pensions, that’s another story.

Yes they are vested in those earned benefits (money). But no "partial pension" has been offered. For example, in other times, to reduce the force, active military was offered option to retire early - 15 years service - at a reduced pension amount. That's not on the table here.
