Very much against HR policy because words can be used against the company in a very handsomely paid out lawsuit which sees me get thrown out on the street. Selecting a candidate is by skills first, salary ask second, culture fit/value add to the dept in that order. If those don’t align with the hiring managers vision for their dept it’s right click delete and go to the next candidate.Why can’t you just be up front? Is it against policy or something?
Also what makes you select a candidate? Do you factor in character and experience or just experience?

This they hit you with a I'll forward these questions to the hiring manager for his decision. bytch.We'll call you
If you imply you need a two weeks to notice they'll say something like We're trying to find people as quickly as possible so we'll see( happen to me once)
They start prying into your experience heavy basically trying to fish if it's fake credentials (50/50 I've had employers do it and then reject me but maybe other people have different experiences)
Your first interview is with someone who's not the actual interviewer and just someone who has a list of questions they've been given by the real decision-maker( they already have someone in mind but they need to legally search for other candidates before giving the job to them)
