It has... when politically we were at our weakest. When Martin, Malcolm etc were constantly going at the necks of the government, INCLUDING WHITES ON THE LEFT, the federal government helped

Welsing doesn't really say much about homosexuals. She actually predicted the gay agenda that we see today that's pushed on our community. It's just a part of her overall theory of white supremacy.
