The eurostep is really two separate hops. When they established the traveling rules, they probably weren't thinking about that possibility. The step back is a manipulation of the dribbling rules. By using the right timing, you can redefine when you have to dribble..
Stop looking at intent, it doesn't matter. People tend to look at these plays as needing to go in a straight line with no change of pace but the rules actually don't require that.
