Greek Bailout 3.0? It's All Russia's Fault

As Bloomberg reports, hopes of a 2014 exit from its deepest recession in a half-century may hit a stumbling block after Russian sanctions last week. "The impact could be quite damaging for industries such as tourism and agriculture amid the fragility of a slowly recovering economy," warns one think-tank as tourist arrivals from Ukraine are expected to drop by 50% and the 'fruit-and-vegetable' embargo will "send prices falling across Europe, hitting both the volume and value of Greek exports towards other countries." Is it any wonder the Greeks are so vociferously slamming "blind obedience to the Cold War strategies of Brussels and Washington."

Russia is Greece’s biggest trading partner, according to data compiled by Bloomberg. The value of total trade between the two nations reached 9.3 billion euros ($12.5 billion) in 2013, surpassing trade flows between Greece and fellow EU-member Germany. As Bloomberg reports,



“The estimated total cost of Russian counter-sanctions for the Greek economy may look tolerable, but the impact could be quite damaging for industries such as tourism and agriculture amid the fragility of a slowly recovering economy,” said Thanos Dokos, director-general of the Hellenic Foundation for European and Foreign Policy, a Greek think-tank. “It also raises questions about energy security in the coming autumn and winter.”

“Arrivals from Ukraine will drop by 50 percent and arrivals from Russia are expected to reach 1.1 million, instead of 1.3 million,” Petropoulos said.



Tourism contributes more than 16 percent to Greek gross domestic product,according to SETE data, and Russia has been the fastest growing source market for visitors to Greece. Tourism revenues from Russia increased 42 percent last year to 1.34 billion euros, according to Bank of Greece data.

“The biggest impact from the Russian embargo will be from the indirect fallout as Russia’s ban on EU fruit and vegetables means that large quantities of fresh produce suddenly become available, swamping the market,” he said. This will “send prices falling across Europe, hitting both the volume and value of Greek exports towards other countries,” Polyhronakis said.

Enter Greece which hashundreds of millions in food exports to Russia, and which was the first country to hint that it may splinter from the western "pro-sanctions" alliance. According to Bloomberg, earlier today the Greek foreign minister and former PM said that "we are in continuous deliberations in order to have the smallest possible consequences, and if possible no significant impact whatsoever."

And making it very clear that this will be a major political issue was a statement by the main opposition party Syriza which today said that the Greek government's "blind obedience to the Cold War strategies of Brussels and Washington will be disastrous for country’s agriculture." In a moment of surprising clarity, Syriza asked govt to immediately lift all sanctions to Russia, as they don’t contribute to a solution of the Ukrainian crisis, and "instead fuel an economic and trade war, in which Greece has unfortunately become involved." Syriza concluded that the government hasn’t weighted Greece’s special interests and bilateral relations with Russia.

A European-wide solution to tackle the problems caused by the Russian ban on food imports, using EU crisis response funds, is “under way,” Greece’s Finance Ministry says in statement.

BRUSSELS, August 12 (RIA Novosti) - Polish Agriculture Minister Marek Sawicki is expected to demand on Tuesday compensation for the country’s farmers, affected by Russia’s ban on food imports from Europe at a meeting with European Commissioner for Agriculture and Rural Development Dacian Ciolos.

The meeting comes as Poland has been for the second time this month targeted for food embargo, following Russia’s August 1 decision to ban all pork deliveries from this Central European country after two cases of African swine fever were registered in Poland and Lithuania.

The second ban affects predominantly Polish deliveries of fruits and vegetables. Warsaw was earmarked for the restrictions as one of the most vocal supporters of EU sanctions against Moscow after its re-unification with Ukraine’s former republic of Crimea.

Poland estimates that the total load of Russia’s food-related embargos could carry a one-billion-dollar loss, while the European Union reserves only some $535.6 million a year for agricultural crises.

On Thursday, Russia introduced a one-year ban on agricultural and food productimports from the countries that have imposed sanctions on Moscow over the Ukrainian crisis, namely the European Union, the United States, Australia, Canada, and Norway.

The list includes meat, poultry, fish, seafood, milk, dairy products, as well as fruit and vegetables. The embargo may cost the European Union a whopping $16 billion in export losses.

Moscow said it was ready to review the terms of its import ban if its Western partners showed a commitment to dialogue.

Russia said a convoy of 280 trucks carrying humanitarian aid set off for Ukraine on Tuesday, amid Western warnings against using help as a pretext for an invasion.


With Ukraine reporting Russia has massed 45,000 troops on its border, NATO said there was a "high probability" that Moscow could intervene militarily in the country's east, where Kiev's forces are closing in on pro-Russian separatists.

Western countries believe that Russian President Vladimir Putin — who has whipped up the passions of Russians with a nationalist campaign in state-controlled media since annexing Crimea from Ukraine in March — could now send his forces into the east to head off a rebel defeat.

Itar Tass news agency said the convoy has departed from near Moscow, which means it would take it a couple of days to arrive in eastern Ukraine, about 1,000 km (620 miles) to the southwest.

"It has all been agreed with Ukraine," Business FM radio quoted President Vladimir Putin's spokesman, Dmitry Peskov, as saying.

In Kiev, a government source, who did not wish to be named, said there had been no agreement for Russian vehicles to cross into Ukraine. Kiev backs a broad international mission including the U.S. and the European Union alongside Russia, under the aegis of the International Committee of the Red Cross (ICRC).

"There is no agreement from the Ukrainian side for Russian vehicles to enter Ukrainian territory. The Red Cross is looking for transport companies, which will take over the issue of delivering humanitarian cargo to the east also from the United States and the EU," the source said.

There had been broad agreement that the Red Cross would take over all organizational and logistical questions for the international mission, a separate statement from the administration of Ukrainian President Petro Poroshenko said.

Thousands of people are believed to be short of water, electricity, and medical aid due to the fighting. U.S. President Barack Obama said that any Russian intervention without Kiev's consent would be unacceptable and violate international law.

European Commission President Jose Manuel Barroso also warned on Monday "against any unilateral military actions in Ukraine, under any pretext, including humanitarian."

Russian state television Rossiya 24 showed several heavy white trucks departing from the town of Alabino near Moscow.

A Rossiya 24 correspondent at the scene said the convoy should arrive at the Ukrainian border in two to three days where it would meet a representatives of the ICRC.

Russia has said the aid will be delivered together with the ICRC.

The ICRC said on Monday it had submitted a document to Russian and Ukrainian officials. However, the independent agency said that it needed agreement from all parties as well as security guarantees to carry out the operation, as it does not use armed escorts.

"The practical details of this operation need to be clarified before this initiative can move forward," said Laurent Corbaz, head of ICRC operations for Europe and Central Asia.

According to U.N. agencies, more than 1,100 people have been killed including government forces, rebels and civilians in the four months since the separatists seized territory in the east and Kiev launched its crackdown.

China will start selling fruit and vegetables directly to Russia, and Baorong company plans to set up a special logistics center in Dongning on the border with Russia’s Far East to do it.

The 70,000 square meter wholesale market and 30,000 square meter warehouse, fitted out with refrigerators and other equipment, will be in a special cross-border customs zone, ITAR-TASS cites the head of the Association of Applied Economy of the Heilongjiang Province Zhang Chunjiao.

Direct export of fruit and vegetables to Russia will be organized from it," she said.

It will cost $9.7 million to construct. Customs clearance times will be reduced, and there will be no need to double-check the cargo because of video surveillance in the warehouse.

A Chinese company Dili, also intends to create a similar cross-border trade zone by the end of 2014, Zhang Chunjiao added.

The announcement comes after Russia introduced a 1-year ban on imports of some agricultural products from the EU, US, Australia, Canada, Australia and Norway last week. If it lasts, it could cost European Union members $16 billion, Vygaudas Usackas, the EU ambassador to Russia, estimated.

On Thursday the EU is holding a meeting to assess the possible effect of Russia’s sanctions on its farmers.

Member states have already complained their economies would be hit hard, with Germany and Poland losing the most trade with Russia, and the Baltic states – Lithuania, Latvia and Estonia – seeing their shares of GDP falling even sharper.

BRUSSELS, August 12 (RIA Novosti) – The European Union has no plans to ask a number of states, in particular China, to refrain from replacing banned European food products in the Russian market, a source close to EU leadership told RIA Novosti on Tuesday.

“There are no concrete plans,” the official said, answering a question on whether the EU will ask China and some other countries not to replace banned agricultural and food products from Europe with their own goods in the Russian market.

Media reports earlier suggested that the European Union planned to convince Brazil, Chile and other Latin American states not to export their food products to Russia. It was said that EU expects these countries not to take advantage of the embargo on European products.

On August 7, Russia introduced a one-year ban on agricultural and food product imports from countries that have imposed sanctions on Moscow over the Ukrainian crisis, namely the European Union, the United States, Australia, Canada and Norway. The list of banned products includes meat, poultry, fish, seafood, milk, dairy products, fruits and vegetables.

SOCHI, Russia Aug 12 (Reuters) - Russia will supply at least 5-5.5 million tonnes of wheat to Egypt this year and will increase agricultural goods imports from the North African country, Russian President Vladimir Putin told reporters after meeting with Egypt's President Abdel Fattah al-Sisi.

Egypt is ready to increase agricultural goods exports to Russia by 30 percent and is discussing the creation of a free trade zone with the Moscow-led Customs Union of Russia, Belarus and Kazakhstan, Putin added.
