Is that thing gonna keep the GPU cool, I could see using it for rendering I don't know about gaming

My dad is in the market for a new PC. Who makes good pre-built systems?
He’s retired, but still does some civil engineering work on the side. So he uses CAD and Adobe software.
I was going to recommend that he just get a good laptop and just hook it up to a monitor, but that'd probably be pretty expensive.

Got my first gaming laptop today and man is it 
. I was 
at first because I first tried trails of cold steel 3 on max right out the gate and was getting like prob 35 fps. Even after turning down the settings it wasn't 60Then after looking online I learned I had to set my GPU to be used

This afterburner program is pissing me off. Why is this shyt greyed out? I installed the latest drivers, uninstalled, reinstalled afterburner, enabled the power settings in the app.
