With the new GPUs the 1660 ti and 2060 is the newest ones of the cards I've listed, but serve different purpose basically if you care about ray-tracing there's the 2060 if not then the 1660 ti. In terms of silence some are saying the Strix versions are silent, some aren't so it goes down to choice really.
FreeSync and GSync breaks down to two things, what to have more options on choosing monitors then FreeSync (NVIDIA GPUs works on select FreeSync monitors). What to stay in NVIDIA's ecosystem and not run to a lot of issues, but pay a premium then there's GSync. Does it matter? If you don't want a lot of screen tearing and also high refresh rate then yeah it matters. If not, then don't worry about it. Premium Samsung TVs since 2018 supports FreeSync variable refresh rate which helps AMD GPUs, but not NVIDIA GPUs so that's all I can say on that matter.
