I think the main difficulty citizens have forcing this issue is that too many of the people affected most by the problem are also the ones with the least time and access to be politically effective. When you're scratching and clawing just to have a place to live, it's harder to get into the places to make your voice heard.
Also, WAY too many Democrats are themselves on the side of landlords and housing speculators, and don't want reform anyway because personal profits are more important to them.
