Some of you are missing the point. It was not meant to be a "real" literacy test, it was meant to repress the black vote so that pro-segregationist white politicians could stay in power. Apparently it succeeded so much the federal government (no friend of black people) had to step in.

They were discriminated against also, but their groups were not as plentiful or powerful as ours. Also, in the south, there was still animosty about ex slaves (though it was almost 100 years later) voting, so I think they especially wanted to stick it to us. However, I could be wrong.
