I would think that if you really wanted to design a test to test literacy like this, you should be able to do it with just one, or maybe a few questions

this crap is just "lets see if we can manage to confuse you with at least one of these 30 confusing questions"

Some of you are missing the point. It was not meant to be a "real" literacy test, it was meant to repress the black vote so that pro-segregationist white politicians could stay in power. Apparently it succeeded so much the federal government (no friend of black people) had to step in.
