They're clearly laying groundwork for it, but I would argue they can't afford to due to the situation in Ukraine. They're barely handling a one front war, doubling that to two would be insanity. So no, I don't think they're planning on invading this year or next year.

It does highlight that this current war has to end with Russia's government being toppled though. If not we're going to be back in this same boat in a few years, when they attack Moldova or even attack Ukraine again.
