That's because the gifs are comparing a closeup of something you wouldn't normally be focusing on in game. The PC version will bring out far more clarity with the addition of higher quality asses(Textures, anti aliasing, DOF, graphical FX, texture filtering, polygons etc.)
Not to mention, the resolutions above 1080P will bring finer clarity to the image compared to the Xbone version. Even if the PC version was literally copy and paste with JUST 4K support and 60fps, it'd look magnitudes better due to the increase in resolution alone. There's no way the Xbox version will be comparable to a open platform such as the PC.
It doesn't look bad on Xbox.. until the PC screen start coming out. Side by side the differences in texture resolution and assets will be obvious.. Adding 4K on top of that will make it look
It was the same with the last tomb raider. I had both the PS4 and PC version and aside from the tweaks on the PS4 version, the PC version was superior in image and graphical quality.
