Non Black Latinos make up a large/growing number of new HBCU students which is the funny thing. When the Japanese, Native Americans, and Jews received money from the government, I did not see one of those groups saying no, Black Americans should receive some too. Every time there is some discussion about what we as a people are due, multiple hands by multiple ethnicities are always out in expectation of getting some too. Yet, as I said before, the reverse is never the case.
So no, I do not care that non-citizens are having money pulled from them to give to American citizens, my people, via HBCUs. I am fine with Norfolk State University, Hampton U. and others receive the funds instead of a group of people who rarely if ever stood up for us.
