If you aren't winded, then you aren't pushing your self, so I would recommend that you increase the MPH pace.
I guess I usually run at 6...I guess ramp it up to 7

The answer is belt by a mile
Its far more customizable.....weight vests take too long to change out the loads and are limited by total weight and weight increments
Also, they get in the way of your range of motion if you are using a bulky one
Weight vests are best used for plyometric leg work and weighted pushups. They are also great for adding weight to goblet front squats when you dont have heavy enough dumbbells.
