There will be no lineage based component for this. It was never a lineage based program to start with. You're asking for them to just invent a whole other program not called reparations but then exclusively limit it to black Americans (ADOS/FBA) etc when black people were barely getting 5% of the contracts in the first place.
Keep the lineage talk to reparations. Isn't that what you wanted? This is purely about contracting for MINORITIES.

There are other certs you can get that hold weight though.It was already difficult. Now it's even more difficult. Why are you OK with making this difficult?

Yes, paperwork is difficult, confusing, and laborious. That itself is a tactic to weed out the unworthy and incapable. HOWEVER, those that meet the qualifications should be able to access this FREE MONEY...as many black businesses have.
