Basically they gave it to a different QB who padded his stats on bad teams and lost big games because he plays for a more prestigious school and conference. Penix took a harder road and was punished for it

Penix has shown the ability to make elite throws in and out if the pocket. Joe Milton makes his best throws in a clean pocket but he is not athletic and if it breaks down he can be vulnerable. Long story short Milton has to be on the right team/system.

Burrow was 23 at the start of his rookie year and turned 24 in December

Penix turns 24 in May, shortly after the draft. So he's about 7 months older than Burrow , respective to their draft years. So it's not that unprecedented.
